Project Consolidate
Umzumbe Municipality is one of the twenty nine Project Consolidate municipalities in KwaZulu-Natal.
These municipalities were prioritized under project consolidate because of their capacity status which made
them unable to perform all responsibilities assigned to municipalities.
DPLG identified these municipalities as in need of major interventions in order to turn in particular their
socio-economic circumstances around through project consolidate.
The Project Consolidate Programme has identified eight high level focus areas. These are:
- Public Empowerment, participation and community development
- Capacity building systems and human resource development and improved organizational culture.
- Integration human settlement
- Free basic services which target poor households, appropriate billing systems and a reduction in municipal debt:
- Local Economic Development and Expanded Public Works Programme, Municipal infrastructure
- Anti-corruption
- Special interventions in rural and urban development nodes and
- Performance Monitoring and communication
On the basis of the above focus areas, Umzumbe Municipality received funding for five projects from Project Consolidate. These are:
- Cemeteries Feasibility Study
- Integrated Waste Removal Feasibility Study
- Purchasing of the TLB
- Turton Township Establishment Study
- Drought Relief Programme.
CHALLENGES IN THE IDP 2007 – 2012
The 2007/08 to 2011/12 IDP Review is experiencing a low level of participation of sector departments in the IDP
Representative Forums which resulted to the non-alignment of the municipality’s investment and development
intentions with that of the sector departments, who control the major part of the public sector financial resources;
The data used was inconsistent, in some instances outdated, and at a scale not useful for municipal planning.
A process plan for the 2009/2010 IDP Review was prepared with the above issues in mind.
The process plan was adopted by the Council at a meeting in August 2008.
IDP meetings have been held since then, dealing with different aspects of IDP and related sector planning matters.
Some of the activities undertaken to close the gaps identified above is holding alignment meeting with different
sector departments.
This IDP is informed by other strategic planning activities and initiatives which involved Strategic Planning
Sessions within the municipality and with Sector Departments and other external stakeholders, EXCO meetings,
Planning Portfolio Committee meetings, Economic Development and Tourism Portfolio Committee, Sessions relating
to HIV and AIDS and Rights of the Child also informed the strategic planning.
Furthermore, different forums established to coordinate and support each other, within the municipality and at a
district family, were also critical in informing this IDP.
These forums also improved intergovernmental alignment and organisation-wide ownership of the plan.
