Corporate Services

The Department is headed by Mrs P Shezi who is the Director. The Department has got two Sections viz Administration and Auxilliary Services Section that is managed by Mr B Nyuswa and Human Resources Section, managed by Ms T R Mdubeki.

Admin and Auxiliary Services consist of the Fleet Management Unit, Security Services, Registry and Maintenance of Municipal Offices and surrounding areas. Registry Unit keeps files for all Council meetings, Exco meetings and various portfolio committee meetings as well as adhoc meetings within our Municipality.

This Unit also prepares agendas for the aforementioned meetings and also distribute or deliver agendas to relevant Councillors and other stakeholders whereas the fleet management unit maintains vehicles, tractors, graders and TLB. There is a very good working relationship among members of this Department and the entire Umzumbe.

Social and Economic Development Department

Key Functions of the Department

This is a new department that was established during 07/08 financial year. It is more like a pilot project for the Municipality that was created given the challenges that Umzumbe Municipalities currently facing such as poverty, slow growth of economy, inaccessibility of basic social services such as grants, pensions, ID etc.
The opportunities presented by strength that Municipality has on agriculture led to the establishment of the above mentioned Economic development unit.

During the past two years, the above department has been able to achieve the following:

LED UNIT SUMMARY OF ACHIEVEMENTS
  • Identify economic and big impact agricultural projects that will be able to stimulate economic development and assist project beneficiaries to fight poverty
  • Assist the SMME's and Cooperatives of Umzumbe with technical and financial support
  • Identify tourism opportunities and assist beneficiaries in doing feasibility studies and obtaining funds for tourism development
  • Train emerging entrepreneurs and other economic developments participants on elements such as formulation of business plans, business management etc.


COMMUNITY SERVICES SUMMARY OF ACHIEVEMENTS
  • Establishment of Special Programmes Structures such as (Youth, HIV and AIDS, Disability, Gender and Senior Citizens)
  • The implementation of the business plans of the above Special Programmes
  • Development of the partnership between CDW's and Government Social Cluster Departments
  • Social Service Delivery Events aimed at assisting poor people with ID Applications, Grants and Pension Application.
  • Management of Disasters Incidence
  • Provision of Indigent people with Alternative Energy (Gel Stoves, Gel and Oil Lamp)
  • Assistance to poor people with food parcels and registration for social grants


Disaster Management

The Disaster Management Act, (Act 57 of 2002) in which the main features of disaster management are described as preventing or reducing disasters, mitigation, preparedness, response, recovery and rehabilitation.

The Disaster Management Act, 2002, provides for the declaration of disasters through national, provincial and local government spheres. In the case where Provincial and Local authorities have determined that a disastrous drought occurred or threatens to occur, the disaster management centre of both the province and local municipality must immediately:
  • initiate efforts to assess the magnitude and severity or potential magnitude and severity of the disaster;
  • inform the national centres of the disaster and its initial assessment of the magnitude and severity or potential magnitude and severity of the disaster;
  • alert disaster management role-players in the province that may be of assistance in the circumstances; and,
  • initiate the implementation of any contingency plans and emergency procedures that may be applicable in the circumstances.


FINANCE

Umzumbe Municipality's finance division comprises of the Income and Expenditure, Budget and treasury and Supply chain management departments.

The Income and Expenditure is responsible for thecorrect recording, allocation and reviewing of all income received and expenditure incurred by the Municipality.

The budget and treasury department is responsible for budget preparation, budget monitoring and reporting to the deferent spheres of government.

The chain supply management department is responsible for the procumbent of goods and services

All the departments have been assigned managers with the chief financial officer being the designated head. The financial departments have been tasked with ensuring efficiency and compliance with the municipal finance management act as well as other applicable laws and regulations ultimately leading to better service delivery.
